The format of your 'business case tables' flips from horizontal in two cases to vertical in the others. That is, your two 'big' tables (four strong and eight scenarios) have business case, outrage and power across the top. The (four) little tables under each situation have the same 'header' categories, but in those you've listed them vertically.
